Ms Shin studied the performance measures and reimbursement systems used by public health care providers in New Zealand. She examined whether there are differences between high and low skilled providers as a result of the introduction of capitation to the payment system. She found that highly skilled providers might be at a disadvantage due to their expertise. She also found that sicker patients are less likely to be treated by specialists since the health system reform in 2003, which has resulted in negative health outcomes. Furthermore, under the current system, some population groups (such as Maori and Pacific people) are associated with lower levels of funding because their usage of health services exceeds their population share. Ms Shin鈥檚 research provides a comprehensive analysis of the performance and reimbursement of health care providers, using data that includes all the publicly funded health care events in New Zealand over a 12-year period.
